Starting September 15, invoices for prescription drugs on the List of Medications covered under Quebec’s Basic Prescription Drug Insurance Plan (BPDIP) must show the three elements making up the total cost of the drug separately, regardless of whether it is reimbursed by the BPDIP or by a private plan.

This became a requirement with the adoption of Bill 92, which aims to extend the powers of the Régie de l’assurance maladie du Québec over commercial practices related to prescription drugs.

What are the three elements of the total cost of a prescription drug?

1. The cost of the molecule

This cost is the same for all pharmacies.

2. The wholesaler’s mark-up

This cost is the same for all pharmacies.

3. The pharmacist’s fees

Fees include the cost of preparing the drugs, the mark-up and any other fee charged by the pharmacist. It’s important to note that these fees can vary from one pharmacy to another.

Will this initiative cause an increase in prices?

No, unless you change pharmacies or prescription drugs, the amount payable remains the same. The only thing that changes is the bill, which will itemize the various elements.

What are the advantages of a detailed invoice?

When the fees included in the total bill are displayed separately, you will be able to see what the real cost of the prescription drug is, before fees.

How do you benefit?

The cost of the same prescription drug purchased in two different pharmacies can vary, depending on the fees charged by the pharmacist.

If allowed under your prescription, change your consumption patterns by renewing for longer periods. You’ll save by paying the pharmacist fees less often.
